Response to Typhoon Disaster in Philippines

CEMIJ and CEMIJ Coordinating Office for ASEAN Region in Philippines has responded to the island of Panay to jointly provide an emergency medical and health servcies to the victms from November 13 to December 02, 2013. It was the combination of 3 agencies, CEMJI, Japan Heart (based in Tokyo) and the Amity Volunteer Fire Brigade and responded to the City of Roxas and municipality of Panay. The advance team arrived at Iloilo city on Nov. 13 and checked in at the government Incident Command Post at the Iloilo International Airport. On Nov. 14, 2013, the team participated in a coordination meeting held at the same location while the C-130 plane from Canadian Forces Arrived at the Iloilo airport.

After meetings with several key agencies of the Philippine Government, the medical assistance team had been directed to the city of Roxas, Capiz Province in Panay Island by the Department of Health Region VI.

The team finally decided to provide its medical services mainly in the municipality of Panay where the similar devastation had occurred. The team utilzed vehicle and river boat to reach unserved areas. The CEMIJ members provided logistical support, management of field operations post, communications, supply, coordination with the UN OCHA and local government disaster management agencies.

The activities were sponsored by the Japan Heart, non profit making medical oriented organization.

Mr. Radny Pabon from CEMIJ Coordinating Office for ASEAN Region (Bacolod City, Philippines) Visited Indonesia

CIMG9957Mr. Radny Pabon is our depty chief coordinator of a coordinating office for ASEAN Region based in Bacolod City, Philippines visited Indonesia and held discussions with a few disaster response and relief organizations in Jakarta. He is a certified incident command system and other disaster management related instructor, trained by the U.S. Federal Agencies.

CEMIJ is exploring a chance of teaching an ICS concept in Indonesia and build a disaster response network under a CEMIJ's networling for public safety organizations in ASEAN region.

Introduction of Mobile Disaster Relief Operation and Coordination Vehicle

Based on the participation in the 2012's North California Moble Command, Control, and Communications Rally in California, the CEMIJ member has attempted to build a sample mobile command and conrtrol vehilce which can be utlized in some Asian countries. We are still in the process of learning towards building a better vehicle but costs less by meeting some developing nations.

Participated in the ASEAN Disaster Management Conference in Indonesia

Two members of CEMIJ, one from Japan and one from CEMIJ Coordinating Office for ASEAN Region (Bacolod City, Philippines) were invited by the Government of Indonesia and participated in the ASEAN Disaster Management Conference from October 7 to 10, 2013. The conference was held at Palembang, South Smatera in Indonesia. Our members presented our case study on the 3.11 Tsunami disaster of 2011 and the lessons learned from the disaster.

Mr. Larson from the California Fire Chiefs Association


Mr. Randall Larson, Emergency Communications Expert from the California Fire Chiefs Association has visited fire agencies and other public safety related organizations including an airport security center in Kanto and Kinki areas in Japan. It was to exchange knowledge and wisdoms associated with dealing with disasters and emergency communications in disaster situation.

 

Mr. Larson provided his valuable insights regarding how the Japanese disaster response system works after learning through his visits by comparing to the ones in the United States of America. Mr. Larson has pointed out that what the American EOC does at local level is done at the state government level (prefecture) in Japan. He also discovered that less mobile command and control vehicles are used in the Japanese public safety agencies.

 

10 days stay was not even enough for Mr. Larson to fully convey how the U.S. agencies operate their command and control communication; however, it was certain that both sides had meaningful sessions for the betterment of the future disaster responses.

 

We thank Mr. Larson for his voluntary service to provide us with the U.S. response methods to disasters.




米国カリフォルニア州消防長協会の災害緊急通信体制整備に関する専門家であるラルソン氏は、8月に予定通り来日されました。関東、近畿の消防や防災そして空港保安などを司る機関にて、情報交換を行いました。

これらの活動を通じて明確にされてたことは、
1)日本の県単位にて実施されている災害対策本部機能や活動が、米国では災害現場に近い市町村レベルで開設した災害対策本部にて実施していること。
2)災害対応においては、ほぼ常時incident command system (ICS)がアメリカでは運用されていること。
3)アメリカでは、市町村レベルの災害対策本部機能を保持するため、指揮、作戦、通信を災害現場に近い場所で可能とする特殊機動車両の運用が推奨されていること。
などでした。

文化や行政体制においても日米には違いがあるものの、各国で実施されている災害対応体系を相互にて学び、より良い体制づくりの一助になったと思います。

ラルソン氏からは、日本のテクノロジーの高度化や鉄道などが時間通りに運用されていたことを実際に体感し、日本の素晴らしさを感じたようです。また、日本の消防機関が運用する車両が、常時新車と同等なる状態にしてあったことに対し深く感銘され、「消防官が市民のヒーローになる前提条件は、資機材を常に整備、準備し使える状態に保持しておくことである」と頻繁に発言していました。

同氏の情報交換のための機関訪問に対しました、多大なるご協力を頂きました各機関の担当官様に心から感謝申し上げます。
